As you may have heard, since February of 2025, DOT has instituted a policy of not handling telephone inquiries as they have done in the past. The ODAPC telephone line will no longer accept phone calls from the public. Meet the DOT Legends
Juan Moya
Director of Motor Carrier and Pipeline Services
With over 23 years of federal service, Juan has held key roles at both PHMSA and FMCSA. As the first Deputy Drug and Alcohol Program Manager at PHMSA, he oversaw inspections of pipeline operators for compliance. At FMCSA, he led the national drug and alcohol program for more than 4 million commercial drivers, spearheading initiatives like the CDL Drug and Alcohol Clearinghouse.
Sam Noe
Director of Railroad Services
A veteran of 40 years in railroad safety, Sam served as the Lead FRA Drug and Alcohol Program, and as a Railroad Operating Practices Inspector for both the Federal Railroad Administration (FRA) and the State of Tennessee. He is recognized as a trusted regulatory advisor in the FRA-regulated industry.
